A Legacy of Growth and Innovation
Founded in 2004 in Dallas, TX, Cardinal Strategies started as a stormwater compliance consulting firm, helping clients with Stormwater Pollution Prevention Plans (SWPPP) and inspections for their construction projects. As the Texas real estate market began to take off, they saw an opportunity to diversify and expand their services.
By 2014, the company launched its Engineering Services Division to expand its expertise in stormwater management and infrastructure design. This marked the beginning of a decade of remarkable growth which led to an acquisition in 2017 to launch its Construction Services Division, which specializes in emergency repair of drainage and erosion issues. Their commitment to building a passionate, skilled team has been key in their expansion efforts. Cardinal added a commercial landscape installation group in 2023 to complement their drainage expertise and further diversify their service offerings.
Today, Cardinal Strategies boasts over 55 employees, which include civil engineers, environmental experts, and construction specialists whom are dedicated to solving complex water challenges. Serving home builders, municipalities, real estate developers, general contractors and HOAs, the company integrates stormwater engineering, environmental compliance, and construction services to provide expert solutions tailored to the evolving needs of North Texas.
Rooted in Wylie
As Cardinal Strategies outgrew its multiple offices in Richardson and Plano, the need for a unified headquarters became undeniable. In 2020, Wylie emerged as the answer—a vibrant hub perfectly poised for the company’s next chapter. “We craved a single space where our team could thrive as one,” says founder Kim Anderson. “Wylie’s blend of room to grow, welcoming spirit, and accessibility won us over.”
The move sparked fresh possibilities, igniting a dynamic partnership with the Wylie Economic Development Corporation (WEDC). Anderson praises WEDC leaders Jason and Angel for their pivotal role. “They rolled out the red carpet and fueled our momentum,” she says. “Their backing has turbocharged our expansion and deepened our community roots.” In Wylie, Cardinal found more than a location—they found a launchpad for innovation and connection.
Giving Back to the Community
For Cardinal Strategies, it’s about making a meaningful impact. The company actively gives back to the community by supporting organizations like Big Brothers Big Sisters, participating in Carter blood donation, food, and clothing drives, and partnering with nonprofits such as Amazing Grace Food Pantry. Cardinal also sponsors community events and youth sports teams, reinforcing their commitment to the areas they serve.

Celebrating 20 Years of Excellence
In July 2024, Cardinal Strategies reached a major milestone—its 20th anniversary. This achievement reflects two decades of dedication, innovation, and community impact. The company is certified as a woman-owned business (WBE), a Historically Underutilized Business (HUB), and a Small Business Enterprise (SBE). Most recently, it was honored as the WBE of the Year by the Women’s Business Council Southwest, a recognition of its leadership in the industry.
